Point of view

Authority should follow reversibility.

The right level of governance depends on how difficult the decision will be to unwind.

Early in an investment, uncertainty is high but many choices are still cheap to test. Discovery, pilots and option development should stay close to the people doing the work. Loading these activities with the same approval weight as a major commitment slows learning before the organization has much to protect.

The position changes as choices lock in capacity, technology, site, supplier, integration and operating cost. More functions become exposed to the consequences, and the cost of correction rises. At that point, stronger evidence, broader challenge and clearer authority are not bureaucracy; they are proportionate control.

A useful gate is therefore a decision, not a document deadline. It asks whether the option has earned the next commitment, which conditions must be closed and who owns the remaining exposure. The answer may be to proceed, phase, redirect or pause.

The same logic continues after project completion. Mechanical completion is not value realization. Startup evidence, operating results and benefit reviews must return to the portfolio so the next decision begins with more than institutional memory.
